Home rule and Dillon’s Rule states

Governments under home rule can exercise any power on the level of local government, which is not denied by established state laws. Home rule cities have a little more legislative legroom. The benefits outweigh the disadvantages of home-rule systems.

The opposite rule, the “Cooley Doctrine,” is derived from the work of the judge Thomas Cooley, and expressed the idea of the inherent right of self-government for local entities. The idea of Home Rule for cities arose out of the Cooley Doctrine. The key is what a legislature or state constitution allows a city to do.
